On February 20, 2007, Dr. Francis Pang, Board Chairman and Mr. Andy Truong, Executive Director were welcomed by Dr. Allan Cahoon, President; Dr. Jim Tomkins, Interim President; Mr. Ron Byrne, AVP and Mr. Bob Schad, Director of OICD to the University of Regina in Saskatchewan.

　　During the successful visit, Dr. Pang on behalf of BCCSC and SCCSC signed the Memorandum of Understanding (MOU) with the University of Regina for direct admissions for CCSC graduates to the University of Regina.The MOU also includes the development of scholarship programs, students and faculty exchanges.

　　This MOU signing was a result of the great efforts and tremendous work done by Dr. Larry Symes, Senior Advisor to President of U of Regina.This MOU will further strengthen the partnership between the 2 institutions in educational exchanges between Canada and China.
